
Ms. Farzana Mamtaz is a 15th batch officer of Bangladesh Civil Service (Administration) cadre. She joined the post of Secretary, Power Division, Ministry of Power, Energy and Mineral Resources on 06 October 2024. Before joining this post, she served as Additional Secretary in the Ministry of Agriculture. She is currently serving as the Chairman of the Board of Directors of Power Grid Bangladesh PLC, having assumed this responsibility on 16 March 2026. Her colorful career began by joining the Divisional Commissioner's Office, Dhaka in 1995 as an Assistant Commissioner. Subsequently, she worked as an Assistant Commissioner in the Deputy Commissioner's Office, Dhaka till June 1999. After serving as a programmer in Bangladesh Computer Council, she served as Assistant Commissioner (Land) one of the most important posts in field administration in Kaliakair, Gazipur and as Upazila Nirbahi Officer in Bhaluka, Mymensingh. Ms. Farzana Mamtaz was working as Senior Assistant Secretary in Local Government Division, Ministry of Public Administration, Power Division and Department of Women Affairs. After being promoted as Deputy Secretary, she worked as Deputy Director (Executive Magistrate) in Women Assistance Program, Department of Women Affairs. Later she worked as Deputy Chief in Human Resource Management Unit, Ministry of Health & Family Welfare. As a Deputy Secretary, she worked in the Energy and Mineral Resources Division and the Ministry of Social Welfare. After being promoted to the post of Joint Secretary, she served at Ministry of Social Welfare and Ministry of Industries. Later she served as Member (Joint Secretary) at Sustainable and Renewable Energy Development Authority (SREDA) under the Power Division. After her promotion as an Additional Secretary, she served at the same position at SREDA from April 2022 to December 2023. Mother of two sons and only daughter, Ms. Farzana Mamtaz's ancestral home is Uttar Madarsha village of Hathazari Upazila of Chattogram district. Ms. Farzana Mamtaz overcomes the boundaries of Agrani Girls School and Badrunnessa Government Girls’ College with merit and success in her student life and obtained Bachelor and Masters Degrees in Applied Physics and Electronics from Dhaka University. After joining to service, she obtained a degree in Information Technology from the Flinders University of South Australia on a scholarship from the Australian Government. She achieved Executive Master of public Health (EMPH) degree from North South University within the country. After joining the civil service, she has taken several skill development trainings in the country and abroad-which she is constantly applying in the workplace to give success.

Engineer Md. Rezaul Karim assumed the role of the 39th chairman of the Bangladesh Power Development Board (BPDB) on September 1, 2024. Before stepping into his new position, he served as BPDB's Member (Distribution). Md. Rezaul Karim, born on June 7, 1967 in Bogura, completed his Bachelor of Science in Electrical & Electronic Engineering from Khulna University of Engineering and Technology (KUET) in 1989. He began his career at BPDB on August 17, 1991, joining the Khulna Power Station as an Assistant Engineer. Over the years, he held various roles, including Sub-Divisional Engineer, Executive Engineer and Manager (Superintending Engineer) at the power station. In April 2018, he was appointed Deputy Project Director at the Maitry Super Thermal Power Plant. Additionally, he held senior positions at BPDB, such as Additional Chief Engineer and Chief Engineer (Distribution Southern Zone). Throughout his career, Md. Rezaul Karim participated in training and professional programs across several countries, including the Czech Republic, China, the United Arab Emirates, India, the USA and Australia. He is blessed with a son and a daughter.

Major General S M Zia-Ul-Azim, ndc, afwc, psc was commissioned in the Corps of Electrical and Mechanical Engineers from Bangladesh Military Academy on 21 December 1990. He belongs to 23rd BMA Long Course. He completed B.Sc. in Electrical and Electronics Engineering from BUET in 1997 and completed Masters in Defence Studies, MBA in Finance and M.Sc. Engineering in Electrical Power. He further completed Masters in Security and Development in 2020. He is a graduate of Defence Services Command & Staff College and National Defence College. In his service career, Major General Zia is equipped with a balanced composition of command, staff and instructional assignments at different capacities in Bangladesh Army. He was Instructor in Electrical and Mechanical Engineering Centre and School (EMEC&S) and School of Infantry & Tactics (SI&T). He was Directing Staff in Armed Forces War Course Wing of National Defence College (NDC). He also served as Commandant in Electrical and Mechanical Engineering Centre and School and Director of Electrical and Mechanical Engineers in Army Headquarters. Major General Zia has served in different United Nations Peacekeeping Missions. As contingent member, he served in Siearra Leone. As Military observer, he served in Liberia and Syria both for short durations. And as Staff Officer, he served in the Force Headquarters in Mali. He has attended several training courses at home and abroad. He has travelled different countries of the world such as USA, China, France, Germany, Turkey, Iran, Malaysia, Cambodia, United Arab Emirates, Hong Kong etc. He has also performed Hajj and Umrah.

Md Sobur Hossain is a distinguished public administrator and senior civil servant of the Government of the People’s Republic of Bangladesh. He currently serves as the Director of Power Grid Bangladesh PLC, having joined the Board on 09 November 2025, and holds the position of Additional Secretary (Admin) in the Power Division, Ministry of Power, Energy and Mineral Resources. With over 26 years of versatile experience in the Bangladesh Civil Service, Mr. Hossain has built a remarkable career defined by integrity, leadership, and a sustained commitment to the nation’s administrative and developmental goals. Born on 16 October 1968 in Bhimpur, Boalmari, Faridpur District, Mr. Hossain completed both his B.Sc. (Honors) and M.Sc. degrees in Geography from the University of Dhaka. His educational background in geography has greatly contributed to his analytical depth, multidimensional understanding and data-driven approach to governance & development planning. Mr. Hossain began his professional journey as Assistant Commissioner in the Deputy Commissioner’s Offices of Pabna and Bagerhat (1999–2002). He also served as Assistant Commissioner (Land) at Chuadanga Sadar Upazila (2002-2004) and Senior Assistant Commissioner (Revenue Deputy Collector) in Bagerhat (2004-2006) where he was actively engaged in land administration, law enforcement, and field-level coordination. He subsequently served as Upazila Nirbahi Officer (UNO) at Sreepur, Magura, and Paikgacha, Khulna (2006–2010), where his administrative leadership contributed significantly to effective local governance and rural development. From 2011 to 2020, he served as Senior Assistant Secretary and Deputy Secretary in the Ministry of Local Government, Rural Development & Cooperatives, the Ministry of Public Administration, and at the Bangladesh Embassy in Tehran, Iran, where he represented Bangladesh with distinction. His exemplary service led to his promotion as Joint Secretary, serving from 2021 to 2024 in the Ministry of Public Administration, the Ministry of Local Government, Rural Development & Cooperatives, and the National Institute of Local Government (NILG). In 2024, Mr. Hossain was promoted to Additional Secretary and posted at the Ministry of Labor and Employment, where he played a key role in labor welfare, employment policy formulation and workforce development. Later, he was deployed to the Power Division as Additional Secretary, where he continues to oversee vital administrative and organizational functions, supporting the Division’s mission to ensure sustainable power generation, transmission, efficient distribution, and national energy security. In addition to his governmental responsibilities, Mr. Hossain served as the Chairman of BR POWERGEN Ltd, where he provided strategic guidance and governance leadership in advancing the company as a whole. Md. Kamal Ataher Hossain is a senior civil servant of the Government of the People’s Republic of Bangladesh, currently serving as Chief (Additional Secretary), Industry and Energy Division, Planning Commission. He joined the Planning Commission in this capacity on 21 September 2025, bringing with him extensive experience in national development planning, public administration and policy formulation. A member of the 15th Bangladesh Civil Service (Administration) Cadre, Mr. Hossain joined the civil service in 1995. Over the course of his long and distinguished career, he has served in various strategic roles across several key ministries of the Government, including the Ministry of Education, Ministry of Land, Local Government Division, Ministry of Environment, Forest and Climate Change and the Ministry of Industries. Prior to his current assignment, he served as an Additional Secretary in the Planning Division under the Ministry of Planning, where he was closely involved in development project appraisal, sectoral planning and inter-ministerial coordination. Mr. Hossain holds both Bachelor’s and Master’s degrees in Economics from Jahangirnagar University, which have provided him with a strong analytical foundation in economic policy, development planning and resource allocation. Throughout his career, he has been actively engaged in the formulation, evaluation, and implementation of national development programs, particularly in the areas of industry, energy, infrastructure and public sector governance. To further strengthen his professional competencies, he has participated in numerous training programs, workshops and study tours at home and abroad, enhancing his exposure to international best practices in public administration and development management. As a Director of Power Grid Bangladesh PLC, Mr. Kamal Ataher Hossain contributes valuable insights drawn from his extensive experience in government planning, policy oversight and institutional governance. Dr. Abdul Hasib Chowdhury has been actively engaged in teaching and research at the Bangladesh University of Engineering and Technology (BUET) since 1992 and has assumed the responsibilities of Pro-Vice-Chancellor of BUET in September 2024. Dr. Abdul Hasib Chowdhury has over 25 years of experience in the Power Sector, particularly with Power Grid Operations, Planning and Optimization, Reliability, and Enhancement. He has extensive experience in Power Transmission and Distribution, Power System Stability and Security, Grid Reliability Analysis, System related studies, Development of under-frequency load shedding and islanding scheme for BPS, Review of grid code and other major areas. He has first-hand experience accomplishing important projects, including: "Grid Failure Investigation Project," "Electromagnetic transients and stability studies to identify the root cause of blackout in the Bangladesh power system," "Impact study (of power plants/transmission lines/arc furnaces, etc.) on Bangladesh power system." He has worked with the Ministry of Power, Energy, and Mineral Resources of GoB and national organizations, including BPDB, Power Grid, DPDC, DESCO, etc. He has worked with international organizations and bodies, including the Asian Institute of Technology (AIT), EU Delegation in Bangladesh, GIZ, GOPA-International Energy Consultants GmbH, Ricardo Energy & Environment, ILO, etc. He was the Director of the Institute of Nuclear Power Engineering (INPE), Bangladesh University of Engineering and Technology (BUET) from September 2020 to February 2023. Dr. Chowdhury has published more than 80 papers in peer-reviewed international journals and conferences and regularly participates in national and international Workshops/Seminars/Webinars as a resource person.

Dr. Md. Abdur Rouf is a distinguished VAT expert of Bangladesh with nearly 30 years of dedicated experience in VAT administration, covering training and education, research and publications, policy formulation and implementation, reforms and automation, public communication, and professional advisory work. During his tenure in government service, he had the honor of serving as a Director on the Board of Directors of Power Grid Bangladesh PLC—an important responsibility that he continues to uphold even after his recent retirement from public service. Dr. Rouf has made remarkable contributions through his writings and research. He is the author of a widely read Bangla book Shahaj Bhashai VAT (VAT in Easy Language), a popular reference among VAT and accounting professionals. He is also the co-author of Value Added Tax System of Bangladesh: Act, Rules and Procedures. Additionally, he serves as the Editorial Adviser to 33-Year VAT Judgements, a compilation of 240 VAT-related landmark judgments of the higher courts of Bangladesh. Numerous articles authored by him—primarily on VAT—have been published in professional journals, periodicals, and newspapers both at home and abroad. Academically, Dr. Rouf holds Bachelor’s and Master’s degrees in International Relations from the University of Dhaka, an M.Phil. in Public Policy from National University, and a Ph.D. in Value Added Tax (VAT) Policy of Bangladesh from Jahangirnagar University. He has received advanced training from renowned international institutions across Thailand, Malaysia, China, Vietnam, Singapore, the Philippines, Australia, Uganda, France, the United Kingdom, Canada, Mexico, the Netherlands, and several other countries. Dr. Rouf is the owner of the VAT-focused website www.vatbd.com and the YouTube channel VAT with Dr. Rouf, both of which provide free educational content on various aspects of VAT. He is the Founder Chairman of the Bangladesh VAT Professionals Forum (VAT Forum), a prominent platform with over 1,300 VAT professionals as members. He also serves as the Chairman of the International VAT Training Institute, the only VAT institute in Bangladesh affiliated with the Bangladesh Technical Education Board (BTEB), offering a comprehensive 360-hour Practical VAT Management Program. Dr. Rouf is associated with several national and international professional bodies. He continues to work toward building a business-friendly, revenue-friendly, investment-friendly, and ultimately people-friendly VAT system in Bangladesh. Dr. Rouf is married and blessed with two sons and a daughter.

Md. Mizanur Rahman was Member of Bangladesh Energy Regulatory Commission (BERC) from February 2017 to February 2020 and then he started his carrier as ‘Freelance Consultant’ in the energy and power sector. Prior to joining the Commission, he was Chief Engineer of Bangladesh Power Development Board (BPDB). Mr. Mizanur Rahman graduated in 1981 from Bangladesh University of Engineering and Technology (BUET). He did his post-graduation (M.Sc. Engineering in EEE) in 1993 from the same university. He has two publications in international journal on ‘Power Flow Solution’ and ‘Transient Response Study’. Mr. Rahman joined Bangladesh Power Development Board (BPDB) in 1981. He worked in Design, IT, Renewable Energy and Planning department of BPDB in various capacities. He also served in ‘Power Cell’ – a technical arm of Power Division - for 5 years and worked on policy issues, sector reform and enhancement of private participation in power generation. He has a long experience on generation expansion planning, transmission network expansion planning, primary fuel supply analysis, private power development, tariff analysis and sector regulations. He was involved in preparation of PSMP 2006, PSMP 2010 and PSMP 2016. Mr. Rahman was a member of Joint Technical Team (JTT) for regional inter-connection and power trade. During his tenure in the Commission, he led in reforming ‘Licensing Procedures’, ‘Electricity Tariff’ and ‘Billing Procedures’ for retail electricity customers. He played an integral role in the finalization of ‘Electricity Grid Code Regulation’ in Bangladesh.

Riaz A. Choudhury has over 28 years of extensive experience in the financial sector with a career spanning primarily with HSBC – a global giant in banking and financial services and few years with IPDC Finance in Bangladesh. Riaz holds bachelor’s and master’s degrees in finance and MBA in International Business and participated in key management development programs organized by HSBC and top international institutions i.e., INSEAD, Indian Institute of Management (IIM), London Business School (LBS), PwC, etc. During his long experience (24 years) with HSBC Bangladesh, Riaz played an active role to grow its business, network and enhance brand presence. He has expertise in corporate finance, investment, business development, and successfully led Commercial Banking operation managing local, multinational, and government-owned entities. Riaz took early retirement from his role as Country Head of Corporate Banking at HSBC Bangladesh in October 2024 to pursue his own business ventures. Beyond his professional achievements, he is committed to social and benevolent activities. Riaz is an independent director of Power Grid Bangladesh PLC, a government-owned company solely responsible for transmission of electricity throughout the country. He is also an Independent Director of Midland Bank Plc, a private commercial bank in Bangladesh offering retail, corporate, Small & Medium enterprise (SME) and digital banking services. Riaz loves cricket and travelling.

Engr. Abdur Rashid Khan, currently serving as the Managing Director of Power Grid Bangladesh PLC, was born in 1967 in a respected Muslim family in Dhaka. He assumed the responsibilities of Managing Director on 24 May 2025. With a distinguished career spanning approximately 32 years in the power sector, he has earned recognition for his technical expertise, leadership, and contributions to the development of Bangladesh’s national power transmission network. Mr. Khan obtained his B.Sc. in Electrical and Electronic Engineering (EEE) from the Bangladesh University of Engineering and Technology (BUET) in 1992. Prior to that, he completed his HSC from Dhaka College in 1985 and SSC from Motijheel Government Boys’ High School in 1983. He began his professional journey in August 1994 as an Assistant Engineer at the Bangladesh Power Development Board (BPDB). He served in a wide range of positions throughout his long and distinguished career. His early career included postings at the Load Dispatch Centre, where he worked for three years, followed by three more years at Design and Inspection-2 of BPDB. In that role, he contributed significantly to the design of numerous 132 kV and 230 kV grid substations, including several new development projects. After the formation of Power Grid Company of Bangladesh (now Power Grid Bangladesh PLC), he joined the company on 07 June 2000. He served in a range of important roles including Sub-Divisional Engineer, Executive Engineer, and Superintending Engineer across Transmission Line Design, Planning, MIS, and Contract wings until February 2020. In the Design & Quality Control wing, he was responsible for the design of 400 kV, 230 kV, and 132 kV substations and transmission lines, playing a central role in new infrastructure development. He later held several senior positions, including Chief Engineer (Planning & Design) and Project Director (CE) of the Enhancement & Strengthening of Power Network in Eastern Region (ESPNER) Project. Before becoming Managing Director, he was serving as Executive Director (Planning & Development) and Managing Director (Additional Charge). Throughout his extensive service career, Mr. Khan has participated in numerous training programs both at home and abroad. He has travelled to many countries as part of official delegations for training, equipment and material inspections, and assessments of manufacturing processes. He is a Life Fellow of the Institution of Engineers, Bangladesh (IEB) and a Life Member of BUET Alumni. Mr. Khan is married and blessed with one son and one daughter.

Md. Hasibul Mahmud is a senior civil servant of the Government of Bangladesh and currently serving as Deputy Secretary, Power Division, with over 20 years of professional experience in engineering, procurement, planning, and public sector management. A member of the 27th Bangladesh Civil Service (Railway Engineering) cadre, he has held key positions across Bangladesh Railway including Director (Procurement), Deputy Director (Procurement), and senior planning officer at Railbhaban. Mr. Mahmud is a Mechanical Engineering graduate from BUET and holds two postgraduate degrees: an MSc in International Business Economics from the University of East Anglia, UK, and a Masters in Procurement & Supply Management from BRAC University. He is a MCIPS-qualified professional and a member of both the Chartered Institute of Procurement & Supply (CIPS), UK, and the Institution of Engineers, Bangladesh (FIEB). Renowned for his expertise in public procurement, contract management, and international best practices, he has received advanced professional training from the International Training Centre, ILO (Italy) on ADB’s procurement.

Barrister Tasnuva Shelley is a distinguished legal professional and public policy expert, currently serving as Deputy Attorney General for the People’s Republic of Bangladesh. She represents a new generation of public legal leadership, combining constitutional expertise, regulatory intelligence and strategic foresight with a particular focus on digital governance, competition law, intellectual property and emerging technologies. Called to the Bar by the Honorable Society of Lincoln’s Inn, London, in July 2006, Barrister Shelley is an Advocate of the Appellate Division of the Supreme Court of Bangladesh and a member of both the Dhaka Bar Association and the Bangladesh Supreme Court Bar Association. Over the years, she has built a reputation for operating effectively across government, judiciary, academia and international policy platforms, contributing to the evolution of Bangladesh’s legal and regulatory ecosystem in a lawful, inclusive and resilient manner. Barrister Shelley is deeply engaged in institutional development, professional capacity building and policy advocacy. She serves as a Resource Person for several national institutions, including the Bangladesh Competition Commission, Judicial Administration Training Institute (JATI), National Cyber Security Agency (ICT Division) and various government-supported startup and innovation programs. Her expertise is frequently sought in matters relating to competition policy, digital markets, cyber governance and regulatory reform. She has presented papers and spoken at international conferences across Asia and the United States, including the Asian Bioethics Conference and ITech Conference, California.
